Russia will not face sanctions, according to the European Union. The country faced worldwide critism after sending troops into Georgia.

Russia said the European Union decision for not imposing sanctions is a "responsible approach" after leaders failed to understand its reason to intervene.

The European Union member states met in Brussels on Monday and threatened to postpone talks with Russia. They also threatened to terminate a new partnership pact if the country did not withdraw its troops in Georgia by mid-September.

However, the EU was unable to reach an agreement on sanctions against Russia.

"In my view, the outcome is double-edged," Russian President Dmitry Medvedev said an interview with the Euronews television channel.

"Another situation, in my opinion, is more positive. Despite certain divisions among the EU states on the issue, a reasonable, realistic point of view prevailed because some of the states were calling for some mythical sanctions," he said.

EU members including the Baltic states were pushing for sanctions. Members did not understand what motivated Russia to send troops into Georgia in the first place.

U.S. Vice President Dick Cheney will soon visit the region. The Russian president said he expected the United States to change its mind on punishing Russia by imposing sanctions.
